Is there supposed to be oil in the cavity where the oil sending unit and electronic ignition is?
Is it supposed to be dry? i'm wondering because i'm not getting a spark...

No, the area should be dry. If there is oil in the cavity that means the sending unit hasn't been installed properly and is therefore leaking. Clean the area of excess oil and debris, remove the sending unit and inspect the threads. If the threads appear to be okay, wrap the threads counter-clockwise with Teflon tape and re install. Exercise caution as to not over tighten.
