This is typically a sign of a stuck or dirty float valve(aka needle and seat) in one or both carbs. Very common to a bike that has sat up not ridden for a long period of time. However could also be caused by dirty fuel supply. Carbs will require removal and thorough cleaning as necessary. Also check fuel tank, valve, filter and lines for good condition and no deterioration.
